Because opening a watch case breaks the seal that keeps water and dust out of the movement. Snapping the back on and handing it over means that seal is now whatever it happens to be, and on a watch opened a few times over the years, that is often not much. We inspect the gasket, replace it where needed, reseal the case and pressure test it, so the water resistance the watch was built with is actually still there.
